Rules

Rosters:

  • Roster’s must be submitted 15 days before the start of the tournament. Please email your roster’s to phillyareabaseball@gmail.com .
  • Roster limit will be 14 players MAX.

Insurance:

  • Upon receiving payment for the event, you will be emailed (from the emailed provided) an insurance policy that will require each parent and coach to sign and return 15 days before the start of the tournament.

Inclement Weather Policy:

  • In the event of inclement weather, we will do everything possible to keep the schedule as close to the original schedule as possible. There may be circumstances in which we are forced to deviate from the original schedule.
  • Safety of the children is always our first priority and we will always be looking out for their best interest in case of inclement weather.
  • In case of game cancellations due to inclement weather, we will take the best records in each pool and overall best wild card to advance to semi-finals.
  • If a game is suspended (due to weather/darkness) we will try to resume the game (if possible) from the point that the suspension took place. If we are not able to resume the game, we will refer back to the last COMPLETE inning and the winner will advance.

Refund Policy:

  • Teams have up until 15 days before the start of the event to ask for a refund. Once this date passes no refunds will be issued unless no games are player.
  • You will receive a complete refund if you are unable to start one game. Once a game starts it will count as a game played, regardless of its length.

Time Limits:

  • Each game will have a 2-hour time limit and will complete the inning if started before the 2 hour time limit hits.
  • No new inning will be started after 2 hours.

Innings:

  • Each game will be a 7 inning game.
  • In the case of extra innings:
    • The last batted out will start on 2nd base with no one out. The line-up will continue from the previous inning.

Seeding:

  • During Pool play each team will have at least one Home and one Away Game.
  • Points will be awarded per game based on results:
    • Win = 3 Points
    • Ties = 1 point
      • Tie Breakers (priority from top to bottom):
        • Head to Head
        • Scored Runs Against
        • Scored Runs For
        • Total Hits
        • Coin Flip
    • Wild Card:
      • The wild card team is decided based off the points and tie-breaker system.
      • The wild card can come from any pool.

Age Cutoff Date

  • Tournament age before April 30th, 2021. All teams must provide their birth certificates at least 15 days before the tournament starts.
  • If you wish to challenge a birth date, there will be a $100 dollar fee if you lose said challenge.

Bat Rules:

  • All types of bats are allowed.
  • Bats can NOT be illegally modified in any way.

Baserunning Rules:

  • Leads are acceptable.
  • Drop Third Strikes are in play.
  • Head First sliding is allowed.
  • NO catcher speed up rule.

Batting Line-Up Rules:

  • Team must bat at least 9 batters but no batting order limitations afterwards. Once the number of batters is set (at first pitch) this number may not be changed during the game.
  • Re-substitutions are allowed but must bat in the same spot they were originally located.

Defensive Rules:

  • Players can freely be substituted in and out of positions throughout the entire game.
  • Team may not start a game with 8 players.

Pitching Rules:

  • Due to the tournament taking place early in the year there will be pitch count limits:
    • 75 pitches in one game (may finish batter)
    • 20 pitches or fewer and may pitch in a SEPARATE game on the SAME DAY.
    • 40 total pitches or fewer and may pitch on the following day.
  • Pitching Visits are limited to 1 per inning UNLESS making a pitching change.
    • Mound Visits have a strict time limit of 1 minute.
  • Intentional Walks can be made by the manager informing the umpire. No pitches need to be made.

Game Rules:

  • 7 inning games.
  • Field Dimensions:
    • 10U – 46’/60’
    • 11U – 50’/70’
  • A game will be considered complete after 3 complete innings or 1 hour of play.
  • Mercy Rules:
    • 12 runs after 3 innings.
    • 10 runs after 4 innings.
  • Official Start time is kept by the Umpire at the start of first pitch.
  • Home Team keeps official scorebook.
